Are mod tools out, or soon to be out? I went to the official site and didn't see any reference to it.

Given the fact that neither the developer nor the publisher answered this question for months (except stating that they are "thinking" about it), the answer is:

It is very unlikely that official tools will be published.

I never saw or heard that a member of the developer team gave hints about the file formats or engine behavior. Therefore the situation is more worse than with Gothic 3 (more proprietary binary files and no community member with source code or raw data access).

The Russian message board has a thread with all tools currently available.
