I don't think that the emulators themselves are illegal...
The roms most certainly are though.

i downloaded the game (like 4 times)... but i keep getting a error.

"RunTime Package not found. Install RTPe.exe"

Try installing RPG maker or something...
Or google for that RTPe.exe.

Emulators should also be able to play original roms.

After I sold my PS2 I tried quite a few PS2 emulators to run Final Fantasy X, but in the best cases I could get 10fps, MANY glitches, and crashes after two minutes or so. To run the PS version of FF8 I tried PSXe with any possible combination of drivers and settings and in some cases it worked properly, but FF8 is available for PC anyway.

The best emulator out there for PS1 is PSXe dunno wich version is the newest right now but that's why we have George to help us with our small and insagnificent problems, no?
Try FF9 (imo the best FF out there)
As for PS2 emulator, I wouldn't bother...
