A friend of mine explored a bit around Ishtar.
He said to me that he came across a way to get into Ishtar.
He said he just slided down a mountain and right into the city itself.
Apparently he landed pretty close to that Zuben guy.
So basicly:
1. Slide down the mountain into Ishtar.
2. Locate Zuben (He should be near)
3. Kill him.
4. after that, teleport away with a teleporter stone.

I HAVE done this. It works. You just need to find the path over the mountains so you can slide down onto the palace roof top. At this point I'd suggest dragging a tele stone down to your quick bar. From there drop down into the courtyard (after that you may have to heal). You should be right outside the enterance to the throne room. From there, it's a straight shot to Zuben. Just sprint in there with your swords drawn (I highly recommend duel-wielding) and attack until he dies. Sheath your sword/swords as quick as possible, search the body (THIS is in fact the hardest part, just click take all) tnen sprint back towards the doorway at the same time pressing whatever key you have to to ready the tele stone. Then use it. It took me two tries to master this, but once you understand the placement of your enemies it makes it easier. I've since killed zuben five times using this method.
Oh, one more thing, while searching for the path through the mountains, you'll want to come at Ishtar from the north. You'll pass a trader with a few slaves. When you find him look around, because there'll be a path near there. Take that path and in the distance you should see a fire golem. When you see the golem back up a few paces (unless you want to fight him, which you can do.....) and look to the left. There should be a small rock wall there. Jump up on top of it and run along for awhile. You'll then find where you can drop down into the city.
