Some more suggestions from me (if I'm wasting my time please just say so):
EDIT: - Rhobar and Zuben should not give Scepter of Varant and Staff of Eternal Wanderer if they don't have it in their inventory (staves can be stolen from them)
- give NPCs generic weapons instead of original ones when casting Word of Domination (can be exploited for infinite Paladin swords)
- make spells that don't need a selected target (Light, self-healing, Summon flaming sword, summons, Flame wave, Frost wave, Ice explosion, Fog, Night into day, Soul travel) cast immediately after selecting them, without having to equip them (see Risen 1)
- give knockdown effect to exploding arrows
- if you don't plan on adding bonuses from Alchemy and Smithing attributes, cap them at their highest requirements for ability (80 and 60, respectively). Disable learning from teachers if they would go above the cap and exchange any extra permenent bonuses for bonus learning points
- it might be controversial but I don't think player should be able to sprint (maybe even jog) while consuming potions and food, it's too easy to avoid harm
