U can't buy scrolls in G3, there are two options:
1. Learn the spell from a shine of Beliar
2. Or you can get spells from chests, just be sure to save the game, an then open the chest, if you don't find in the chest the spell, just reload the game until you find one. (you can't get from any chest try the metal chests, and the chest that are same that the metals chest but that are from wood.)

You can also find in the 15th (12th, if you play with activated AB) "Old Chest" you have opened an amnesia scroll.

That's recipe on what do you think. Indeed you can get recipes from alchemists and mages, but not scrolls.
