The answer on your question has been given already in the problem with Ugrasal at Ishtar (http://forum.worldofplayers.de/forum/showthread.php?t=875966) thread. Please don't forget to re-read it.

Ok, let's repeat:

To enter Ishtar you need 75% rep with Hashishins. This is a list with quests that gives you that reputation:

Political reputation Hashishin

The following quests give political reputation with hashishis (with links to the walkthrough):

edit: thx Sweaper for correcting

Now, the master dual wield perk can be acquired in 2 ways. Either you train that perk, with Urgasal, but you'll need 75% with Hash, or you can equip a master sword. When you have that sword equipped, the perk will be active.

Can I equip two 1H-swords even though I haven't learn the 1st perk for dual-wield with Master Sword?

You have the perk only as long as you equipped the Master Sword so one of the weapons should be the Master Sword. But if I remember correctly that should work.

where do i find a master sword ?
There is one in the 36th heavy chest you open (35th with activated alternative balancing). Another way is forging but you need two Katana for that. You can buy the blue print from Enzo in Ben Sala.

You can get into Ishtar by climbing the hill behind it and jumping down. But you're not welcome and will get into some pretty heavy fights! I went in out of curiousity.

You can do a bit of carnage and teleport out, but I don't know if you can achieve much else with such an entry.

For a warrior, there is one related way to off Zuben really well if you don't want to have to liberate the whole city... like if you are a melee warrior. Run in the gate, and dash to the treasury room. There, you can kill the Hashishin who are pursuing you (kill them while the others are down) and lure the rest of the palace guards one by one until Zuben comes. Kill Zuben, leave however you want and let the rest of the townsfolk live in peace.

And of course, you can loot the treasury early.
