Go to the east pier and give to the guy at the warehouse if your part of the order. Then head back to the don's house where he is in and talk to the guy outside.

Or later on when you get the order to leave harbor town if your in don's gang.

or sell them to scordo (i think thats his name) in the underground tunnel (under brothel), then tell guard at the house you sold them and he lets him go.

also You should give them to the guard standing in front of warehouse if you want to join the Order (first house from the Romanov's cell) ;)
