I did 4 quest for the order and i have to talk with Carlos but he is not in the place he was before i mean upper part of harbour town. Where i can find him? and Can i still complete the monastery tests?

He goes up the stairs near where you first find him Into a room. Have you searched all the nearby rooms?

i've searched all rooms of this "castle" there are only felipe and two warriors of the order

please for some help cos i'm stuck and i can't find the CARLOS! :(

He should be somewhere in the city watch building. At least in the first 3 chapters.

If you cannot find him, enable the cheat (see faq), open the console and enter "goto Carlos". That should teleport you to his location. Once you know where to look, load a previous savegame and go there manually.
