No, You have to be 1h master before you can learn 2h.

Lee will teach you 2H straight away, but only if you're a mercenary (I think). Otherwise, no.

Only mercenaries can learn 2H without learning 1H first.
And one can become a mercenary in chapter 1 provided you're level 10+.
Do keep in mind that it can break a conversation with Mordrag.

Well yes, it's a waste of LP if you don't plan on using 1H weapons, but that's the way it is... :(

The dynamic between 1h and 2h is different in G1 than in G2. In G1 you don't really decide between whether you want to build a 1h charcter or a 2h character. Rather, 1h is supposed to be used early on in the game and then later you switch to 2h.
Also keep in mind that the full 1h training only costs 30 LPs, so it's not really going to cost you too much in the long run, whereas 2h costs a total of 70 LPs.
