Is Gothic 3 Quest Pack version 4.2 in English somewhere?

I am searching for it but I can't seem to find it. The German release page (http://forum.worldofplayers.de/forum/threads/686405-Release-Questpaket-4) says that there should be a different setup file in English.

No, a different setup on the English language doesn't exists. Maybe Humanforce planned to make it later, but... You should know that German QuestPaket v4 Update 2 setup contains complete in-game texts on the 5 European languages (English, French, Italian, German and Spanish) and after QP installation you can use an English subtitles.

Great! English subtitles are more than enough. Too bad I don't understand what I select in the install. I guess just pressing next is okay. Thank you!

Maybe you'd want to install Contend Mod 2 too since it adds and modifies some nice things :)
