[fix]staff mastery increasing damage (beta)

Description:
Fixes Staffmastery to actually increasing damage on level 7 and 9.

Changes:
- Staffmastery 7: Attacks(except counterparades) do 20% more damage.
- Staffmastery 9: Counterparades do 20% more damage.

How much does the damage increase now?
(I suppose at skill level 7?)

20% i stuck to the description
7 - attacks do more damage(counterparades do normal dmg)
9 - counterparades do also more damage
