While Risen 3 was a bit more stable at release than the previous games, it's still a bit of a rough diamond, needing lot of polish. There are still graphical, quest, etc. issues that need to be fixed, not to mention that they can tweak combat with patches, like they did with Risen 2. Tweaks in invincible rolling and difficulty would be most welcome, a little more challenge perhaps. It worries that there's no talk of patches, the game released mid-August, and now it's November.

So are there any patches in the works, did the developers say anything?

I am not aware of any official announcements. The only patch available is the hotfix for CPUs with more than 10 virtual cores. Which you do not need unless you have such a CPU, as it changes nothing else.

My personal assumption, from previous experience, is that R3 is concluded as far as DS and PB are concerned.

Are you referring to Risen 3 patches or generally speaking? Well, for one, Piranha Bytes Red is working on Mike Hoge's new game "Spacetime" with Sascha Henrichs and Carsten Edenfeld (and of course Mike), also Kai Rosenkranz is expected to join later. I'm not sure what the "mother company" Piranha Bytes is doing, though.
