Well, I cleared 4 quests in order to join the Don and they told me to meet the bandit chief who is hiding in a storeroom behind the brothel but I just can't find him anywhere.
Where is he?

In the bordel to the buths thers a picture of the tre when you stnd in front of it push action baton the hiro will pull the lether and the sicrt dore will open.
